For a certain (reasonable) definition of "bad"", logic says: if condoms increase the problem, then condoms are bad (while it's not true the opposite). Logic doesn't lie.
The Washington Post fails to make a point, at least to my eyes. The "risk compensation" is bullshit. And "people seldom use condoms in steady relationships" should be a point against condoms? C'mon, be Sidious, ehm, I mean serious.
Reasonable people is able to think for themselves. If Africans (or Europeans, or Americans for that matter) are taught to have faith in the condom, as they have in God, then nothing'll change. If they use the reason, something will.
I think the best point is that "condoms cannot address challenges that remain critical in Africa such as cross-generational sex, gender inequality and an end to domestic violence, rape and sexual coercion." Growing a better social and cultural sense in the African people would help: this does not exclude the use of condoms. In fact the two things can benefit of each other.
The rest is dogma.
P.S. I failed in finding any data corroborating the claims about Zero Grazing. But as I said, the two things are not mutually exclusive.
